MEMORANDUM

Date: January 12, 2009

From: Bill Henning, Chief Executive Officer

Centennial Medical Center has been working with the staff and physicians to improve the quality of care and customer satisfaction to our patients during the last two years. This has been an important initiative given the increased public reporting in this area by both government and private entities. In addition to our quality initiatives, we have been very conscious of the cost of care at Centennial and how we can lower this cost to the payers. Given these two initiatives, Centennial Medical Center’s goal is to provide medical care with the most value for the patient. We have defined value as a combination of high quality care plus greater affordability for that care. The affordability component is directed to the cost of the care for the patients, employers and the insurance companies. With the difficult economic times that patients are facing, this value equation has become more important than ever.

Given this effort, we are extremely proud of the BlueCompare designation we have just received from Blue Cross of Texas. This designation indicates that Centennial’s performance on quality measures exceeds expected performance compared to other hospitals. In addition, Blue Cross has rated Centennial Medical Center’s services as somewhat more affordable compared to our peers. In fact, Centennial was the only hospital in the Frisco, McKinney, Plano and Allen markets to receive the designation high quality and greater affordability. Outlined below are the quality and affordability scores for several of the local hospitals compared to Centennial’s:

 Hospital Surveyed  Affordability Quality
Centennial  Medical Center Somewhat More Affordable Exceeds Expected Performance
Frisco Medical Center Somewhat Less Affordable Not Enough Data1
Presbyterian Allen No Ranking2 No Ranking2
Medical Center of Plano Somewhat Less Affordable  Exceeds Expected Performance
Heart Hospital Baylor Plano Somewhat Less Affordable Not Enough Data
Medical Center of McKinney Average Affordability Exceeds Expected Performance
Baylor Medical Center Plano  Less Affordable Exceeds Expected Performance
Presbyterian Hospital of Plano No Ranking2 No Ranking2
1 Facility did not have sufficient volume for a score
2 Facility was not designated by Blue Cross

As the above indicates, Centennial Medical Center is the only facility in the area that is somewhat more affordable than its peers and whose quality performance exceeds that of other hospitals. This is the definition of a high value hospital. In other words, we provide a quality service at a lower cost. You can review these findings on Blue Cross’s website at www.bcbstx.com/onlinedirectory/index.htm.

As you consider the choice of a hospital, please consider this value equation. Over the next several weeks, we will be sharing this information with our employees, area employers and others in the community. I believe that Centennial Medical Center’s staff and physicians provide an outstanding service at an affordable cost. This is the type of value your patients are seeking. If you have any questions, please feel free to call me at 972-963-3131.
